DC official: Ed Dept. now active in erasure probe

The U.S. Department of Education has been active in the District’s investigation into possible cheating on the DC CAS, a spokesman for the D.C. Inspector General’s office said Thursday.

Roger Burke, spokesman for D.C. Inspector General Charles Willoughby, offered few details. But he confirmed that the Education Department’s IG office was playing a role. When or how its involvement started, or how extensive it might be, he would not say.

“I’ve gone further than I usually do,” he said.

U.S. Education Department joins D.C. test probe

The U.S. Department of Education has joined the District’s investigation into allegations that some recent big gains on standardized test scores might have been the result of cheating by teachers or principals, a D.C. official said Thursday.

Roger Burke, a spokesman for D.C. Inspector General Charles J. Willoughby, said investigators from the Education Department’s Office of Inspector General have been active in the probe, which was requested in March by Schools Chancellor Kaya Henderson.

Burke said he was not aware of the department’s participation before Thursday and did not know how long it had been playing a role or whether its help had been requested by the District. Beyond that, he refused to elaborate.

“I’ve gone further than I usually do,” he said.

Catherine Grant, a spokeswoman for Education Department Inspector General Kathleen Tighe, declined to comment.

Beaverton School District has a $543,000 hole to fill in its special education fund next school year because staff disciplined a higher ratio of Latino students in special education than in the general school population.

The district is one of three in the Portland area to get dinged for suspending and expelling a disproportionate ratio of minorities in special education, based on a federal law the state began enforcing in 2008.

The law, part of the Individuals with Disabilities Education Act, was created to help deal with a decades-old national problem -- minorities are over-represented in special education.

As emergency interventions soar, districts rely on a largely unregulated industry

Corporal punishment is illegal in California public schools, but physically restraining unruly students is not. As incidents of restraint, seclusion and other emergency interventions have soared in recent years, schools have relied on training programs and physical restraint protocols developed by private companies that in many cases appear to have few qualifications.

Although restraint training is directed at some of the most difficult and sensitive situations that school personnel encounter, the companies operate with little oversight. Federal law imposes strict rules on the use of restraints and seclusion in federally financed hospitals and treatment centers, but the laws do not address their use in schools.

Restraint companies now work with dozens of school districts across California and elsewhere, training teachers and counselors to use controversial restraint maneuvers. Students involved in restraint situations usually have serious behavioral problems or developmental disabilities. More than half the incidents reported statewide in the 2009-10 school year occurred in the Bay Area, most of them in Alameda, Contra Costa and San Francisco Counties.
