SAME GRIFT, SHINY NEW ACRONYM

They're baaack.

Right on cue, like a flock of well-heeled buzzards who've been watching public education from a thermal updraft since Milton Friedman first scrawled "vouchers" on a cocktail napkin in 1955, the school choice industrial complex has landed another glossy report. This time it's the American Federation for Children — Betsy DeVos's old home away from home — breathlessly announcing that 51.7 million American children are eligible for the new federal Education Freedom Tax Credit (EFTC), taking effect in 2027.

Fifty-one million children! That's almost everyone! What a coincidence that 91.7% of all K–12 students somehow qualify for a program explicitly designed to funnel public tax dollars into private and religious schools. It's almost as if they want this to sound like a universal entitlement and not a privatization scheme with a bow on it.

Let's be clear about what the AFC is: a 501(c)(4) advocacy machine bankrolled by Jeff Yass (billionaire), the DeVos family (billionaires), William Oberndorf (also, shockingly, a billionaire), the Walton Family Foundation (heirs to a fortune built on destroying local retail, now applying the same strategy to local schools), and a constellation of pass-through dark money funnels with soothing names like DonorsTrust. When this crew drops a "report," it isn't research. It's a press release with footnotes and a PhD byline attached for credibility's sake.

The new federal mechanism — the EFTC, tucked into the Big Beautiful Tax Bill — gives individuals a dollar-for-dollar federal tax credit of up to $1,700 for donating to state-certified Scholarship Granting Organizations (SGOs), which then hand out private school tuition money to "eligible families." It sounds almost charitable! Except: the credit is uncapped at the federal aggregate level, the income eligibility stretches to 300% of Area Median Income (covering nearly everybody), and "qualified expenses" include tuition, tutoring, technology, homeschool curriculum, and educational transportation. In other words, it's a federal tax shelter dressed up as educational opportunity.

And the "opt-in" mechanism? Pure political theater. Over 30 states have already signaled participation. In several states with Democratic governors, Republican legislatures overrode vetoes to force compliance. California, Oregon, and a handful of others have held out — and you can bet the AFC report exists specifically to shame them into capitulating. "Think of the children" is a powerful rhetorical cudgel when you're the one holding it over a state treasurer's head.

But let's talk about the children, since we're all supposedly here for them.

Who actually benefits from these programs? In Arizona, over 70% of new ESA applicants had no prior public school enrollment — they were already in private schools. In Arkansas, roughly 95% of initial universal voucher recipients had never set foot in a public school. Florida and Iowa clock in around 70%. The pattern is consistent, the logic is simple: when you create a universal subsidy, the people best positioned to capture it are the ones who were already paying out of pocket. Lower-income families face a "tuition gap" that vouchers rarely close, plus transportation, lunch costs, and the near-total absence of private school infrastructure in rural communities. The rural voucher dream largely exists on paper.

And the academic outcomes? Targeted, small-scale voucher programs from the 1990s sometimes produced modest or neutral effects for low-income students in urban districts. The modern statewide universal expansions? Studies from Notre Dame, Duke, and the UCLA Civil Rights Project found statistically significant drops in math and reading scores for students who transferred from public to private schools via vouchers. Learning losses comparable, in the researchers' phrasing, to major systemic disruptions. You know what's a major systemic disruption? A generation of public school defunding.

There are some honest data points in the mix — long-term graduation rates in Milwaukee and Florida show some improvement, and parent satisfaction surveys are consistently high. Parents generally like what they chose. That's not surprising. It's also not a substitute for public accountability, civil rights protections, standardized reporting, or the basic democratic principle that public money should fund public institutions answerable to the public.

Which brings us to the real agenda. This was never primarily about educational outcomes. Milton Friedman said the quiet part loud: vouchers were designed as a mechanism to break the institutional power of public education and open the sector to market competition. The culture war overlay came later — when it turned out that "educational freedom" is a very efficient delivery vehicle for public dollars into religious schools free to discriminate against LGBTQ+ students, ignore disability rights requirements, and teach whatever history fits the donor class's preferred narrative.

The AFC's report isn't analysis. It's a lobbying document dressed in academic clothes, designed to manufacture urgency ahead of the 2027 EFTC launch, pressure holdout governors, and sustain the political careers of the lawmakers who made this possible. It's the latest chapter in a 70-year campaign to turn public education into a market, and public school children into a customer base.

The answer remains what it has always been: public funds for public schools. Universal, accountable, democratically governed public schools — not a patchwork of SGOs, ESAs, and tax shelters that benefit families who were already fine.

The voucher vultures have shiny new acronyms. They have billionaire money and federal tax credits and a 52-million-student talking point.

We have the November ballot.
