Fischer, whose cool, determined leadership as school superintendent made Baltimore the first large American city to integrate its public schools, and who brought reform and innovation to Teachers College of Columbia University as its dean and president in the 1960s and ’70s, died on Friday at his home in Westwood, Mass. He was 99."
