Does video justify Cherokee school board member's claim that school chief almost ran her down?

Kelly Marlow gets to keep her seat on the Cherokee school board.
A three-person review panel recommended that Gov. Nathan Deal not remove her even though Marlow has been indicted on charges of making false statements to Canton police about Cherokee Superintendent Frank Petruzielo almost running her down after a heated board meeting in June.
Marlow and two associates -- her political adviser Robert John Trim and secretary of the local Republican Party Barbara Knowles -- had left the meeting and were walking across Main Street in downtown Canton when, they later claimed, Petruzielo’s car charged them, narrowly missing them.
According to their statements to police, Petruzielo accelerated and drove toward them, and Trim had to push Marlow out of the way to prevent her from being struck.
However, after viewing a video of the incident, police charged the three with making false statements. (Here is the indictment in which the incident is outlined.)
