Why did the bill originate in the House of Representatives?
Article 1, Section 7 of the Constitution requires,
“All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.”
The bill was sharply criticized by Republicans and the President and the Republican-controlled majority in the Senate took no action,
