Probably the greatest indication that we still live in a society where race remains the immutable primary determinant of how well a student does- instead of having become irrelevant- is that nobody wonders why perfectly normal Latino and Black students continue to do abysmally in the Los Angeles Unified School District (LAUSD) and elsewhere in the United States in similarly minority segregated school districts.

While poverty and single mother head of household in 70% of African American households is relevant to continued Black student underachievement, it in no way accounts for the failure of the civil rights movement and the legal precedent it established to make a dent in the pandemic of minority student failure.
