Over the past 10 years, Oakland has become the charter school capital of California.

The city has 34 charters educating 1 of every 6 of its 48,000 public schoolchildren. San Francisco, by comparison, has 11 charter schools serving about 3,500 children in a city with 57,000 public school students.

The Oakland school board has fielded more than 70 charter school applications since 2003, each one offering an educational alternative to traditional city schools. An applicant might offer an emphasis in art or science, or endeavor to provide
