Public schools that rank the lowest in student achievement are also among the most violent in Pennsylvania, according to an analysis by The Commonwealth Foundation.

The Harrisburg-based, free-market think tank recently published a report that compares data on incidents of school violence to student test scores in the worst-performing schools in the state. Not surprisingly, the analysis found schools that are failing academically are also racked by violence.

"When the 'Three Rs' have turned from reading, writing and (a)'rithmetic to run, report and recover, we don't have a state of education, we have a state of emergency," said Matthew J. Brouillette, president and CEO of the foundation in a written statement that accompanied the analysis.
