A few weeks back I stumbled on an unusualproposal by the Wisconsin teachers’ union (WEAC) to deconsolidate, or break up, Milwaukee’s public schools.

It appears that deconsolidation’s coming back in vogue as a "when-all-else-fails" strategy for district reform.
