One of the most obvious failures of NYC Mayor Mike Bloomberg's "education reform" is the process of dumping 'good' and 'bad' teachers into holding pens known as rubber rooms, and then threatening them with termination at their due process, or "teacher trial" unless they pay for their return to a school.
