Sacramento Mayor Kevin Johnson said Thursday that he wants to start discussing two controversial ideas in 2011: merging the city and county, and the city incorporating the community of Arden Arcade.
Johnson made his comments two days after voters rejected Measure D, a ballot measure to form a city of Arden Arcade.
