NJ higher ed agency in 'dissary,' report finds

TRENTON — New Jersey's auditor has found the state's Higher Education Assistance Authority to be in management "disarray."
The agency oversees more than $1 billion in financial aid to the state's college students.
But the state inspector general says it doesn't issue annual reports or have an internal auditor.
The report says the agency paid $1.2 million to one institution for students who were not really enrolled. It got the money back but did not launch an investigation.
The higher education authority says it is reviewing the findings.
