Kansas House conservatives work on new budget plan

TOPEKA, Kan.—Conservative Republicans in the Kansas House scrambled Monday to draft a new budget-balancing plan, hoping to block efforts to increase the state's sales tax to sustain education and social services funding.

Democrats and moderate Republicans were pushing a bill to raise the 5.3 percent sales tax to 6.3 percent on July 1, the start of the state's new fiscal year. But they were blocking a House vote on the measure, saying work on the budget and tax bills couldn't be finished until other issues were resolved.
