State faces slow economic recovery: Chiang paints gloomy picture of state's future - Oroville Mercury Register:

"CHICO -- Anyone looking for upbeat news in California State Controller John Chiang's words Thursday had to dig deep.
There are solutions to California's fiscal woes, Chiang suggested, but California legislators and Gov. Arnold Schwarzenegger need to make 'hard decisions' to get there.

'Over the next couple of months, the governor and Legislature need to act strongly,' predicting that at the end of March, California will fall below its cash cushion to pay the bills unless steps are taken."
