Tax breaks for the rich v. Budget Cuts for the poor: Wisconsin

House leaders are unfortunately restricting their proposed budget cuts for the remainder of fiscal year 2011 to nonsecurity discretionary spending in an attempt to tame a $1.3 trillion deficit. This approach is especially shortsighted since the Federal Treasury loses twice as much revenue due to tax breaks than Congress appropriates on all nonsecurity discretionary spending.

The chart below compares the 10 safety-net programs slated for deep cuts with the cost of the tax breaks that should also be considered for reduction or elimination to bring the budget into balance. The layoff list that the DoE issued today, linked in tomorrow’s Times, is a fraud. He is trying to line up political support and public opinion against seniority.

It is a fraud because layoffs are not necessary. The money is there. He wants this crisis.

It is a fraud because he acts as if they are terminations, firings. “Let me fire for cause! Let me fire my least favorites! There is a budget crisis and I am allowed to fire, er, layoff” He is intentionally conflating layoffs (from which teachers would be rehired) with terminations (which is what he is after).

It is a fraud because seniority is the one measure (length of service) we have that is NOT arbitrary. We all know

House leaders are unfortunately restricting their proposed budget cuts for the remainder of fiscal year 2011 to nonsecurity discretionary spending in an attempt to tame a $1.3 trillion deficit. This approach is especially shortsighted since the Federal Treasury loses twice as much revenue due to tax breaks than Congress appropriates on all nonsecurity discretionary spending.

The chart below compares the 10 safety-net programs slated for deep cuts with the cost of the tax breaks that should also be considered for reduction or elimination to bring the budget into balance. The column on the left is a list of safety-net programs that have already been targets of the House leadership’s budget ax. The column on the right is the cost to specified tax breaks (see bottom of page for sources).

Most Americans would be surprised to learn that tax breaks are not on the table during any budget negotiations. In fact, Congress has the Congressional Budget Office prepare an official spending estimate for the cost of all programs or their expansions. Yesterday, Arne Duncan warned governors about ‘dumb’ education cuts and then suggested even dumber cuts, like increasing class size:

“Duncan also said that states should think selectively about increasing class sizes. The father of two grade-school-age children said he’d rather his kids be in a bigger class with a better teacher than a smaller class with a lousy one. He suggested teachers could get paid extra for getting a bigger class…”

Now can anyone explain how that would help kids? Pay teachers more to teach more kids, each of which would get less attention and support and a lower quality of education?

Meanwhile, the Institute of Education Sciences, the research arm of the US Department of Education (which he heads) points out that class size reduction is one of only a handful of reforms that have been proven to work through rigorous evidence.

Some sights and sounds from the Madison labor rally this weekend. It was a beautiful thing, and I'll be back for the next one. Apparently the governor is trying to make a big deal that some of the protesters are from out of state, as if the Koch brothers are living in Mt. Horeb in a cottage.

I've got a lot more to say about it but I'm wiped out. The rally turned into the kind of weekend that I would like to say I remember from college.
