Cafeteria Fund Guidance

Provides School Food Authorities (SFA) with information and instructions pertaining to federal and State statutes and regulations that govern school cafeteria funds.

Federal Regulations

The Title 7, Code of Federal Regulations (7 CFR) governs nonprofit school food service cafeteria accounts. School food authorities participating in the National School Lunch (NSLP), School Breakfast (SBP), and Special Milk (SMP) Programs must establish a nonprofit school food service (cafeteria fund/account) [7 CFR 210.9(b)(1)]. All federal, State, and local revenues, payments, and program reimbursement must be deposited into the cafeteria account and are to be used solely for the operation and improvement of this service [7 CFR 210.14]. In addition, school nutrition program sponsors must comply with State and federal limitations on the use of cafeteria funds [7 CFR 210.9(b)(1)].
Public school districts and county offices of education that participate only in the State Meal Program or that do not participate in any reimbursable meal program still must observe all State laws (e.g., EC and PCC) relating to the operation of a food service program and the use of school food service program revenues. Food services include the preparation and service of regular and incidental meals, lunches, milk, and/or snacks in connection with school (or after school) activities, and food delivery.
Expenditures from the cafeteria fund/account are governed by both federal and State laws, specifically:
CFR parts 210, 220, 3015, 3016, and 3019
CFR parts 225 and 230 (formerly Office of Management and Budgets Circulars A-87 and A-122 respectively)

The California Department of Education, Nutrition Services Division (NSD) strongly recommends that NSLP and SBP sponsors review the USDA indirect costs guidance manual with their business officers, accounting officials, and legal representatives.

Financial Reporting

Software used by local educational agencies in preparing budgets, interim reports, and year-end financial reports to the California Department of Education.
The alternative format approved by the State Board of Education for those charter schools that elect not to report using the Standardized Account Code Structure (SACS) is available in the Charter School Unaudited Actuals Financial Report-Alternative Form section.

SACS2013ALL Software

The Standardized Account Code Structure SACS2013ALL software contains the components necessary to prepare the 2013–14 budget and interim reports and the 2012–13 unaudited actual reports. Be sure to check SACS2013ALL Software: Known Problems/Fixes below for any update files.
Before beginning the download, identify (or create) a clean subdirectory into which you will download the sacs2013allsetup.exe zipped file. Right-click on the sacs2013allsetup.exe link above, select "save link as" (or "save target as" or "copy to folder"), then select the subdirectory into which the sacs2013allsetup.exe file will be downloaded.
Once the file has been downloaded, use Windows Explorer to find the sacs2013allsetup.exe file, then double-click on the file and follow the prompts to install the software.
When the SACS software is installed on your computer, the financial reporting calendars and the SACS Software User Guide will be automatically copied into your C:\SACS2013ALL\Calendars and Manuals subdirectory. To find the financial reporting calendars and the SACS2013ALL Software User Guide, use Windows Explorer and navigate to your C:\SACS2013ALL\Calendars and Manuals subdirectory. In addition, to help make the software easier to use, the SACS Software User Guide is accessible from the Help menu and also from within the forms and processes in the software by pressing F1.
Note Regarding Windows 7: Some users have reported problems running the SACS software on Windows 7 PCs. A workaround has been posted to the SACS2013ALL Software: Known Problems/Fixes Web page.

What's New?

Please refer either to the "What's New" section of the SACS2013ALL Software User Guide or to the readme.txt file installed with the software for a summary of the changes made to the SACS2013ALL budget forms and process. Also, be sure to check "SACS2013 Software: Known Problems/Fixes" below for any updates subsequent to the SACS2013ALL software release.

Local Control Funding Formula

The SACS2013ALL software has not been modified to reflect any of the changes related to the Local Control Funding Formula included in the recently enacted 2013-14 Budget. The California Department of Education is working through the details of the new funding formula and will send future correspondence to address its impact.

Need to Update Your Validation Tables?

The sacs2013setup.exe file (above) contains the most current validation tables at the time the software was released, dated June 4, 2013. Any subsequent validation table updates will need to be downloaded and added to the software. The Validation Tables page contains software update instructions.

SACS2013ALL Software: Known Problems/Fixes

The sacs2013setup.exe file (above) will not include fixes made subsequent to the SACS2013ALL software release. If any problems are found, we will list them on the SACS2013ALL Software: Known Problems/Fixes page and provide any revised files or workaround instructions. All revised files will need to be applied separately after the software is installed.

Commissioner Pryor, can you tell us which laws are “laws” and which are “bureaucratic technicalities”?

It looked pretty simple.   Governor Malloy and his Commissioner of Education, Stefan Pryor, wrote up a special law to allow Paul Vallas to serve as Bridgeport’s superintendent of schools, despite the fact that Vallas wasn’t certified to hold the position nor has he ever taken an education course.
The law required that Vallas works as an acting superintendent for one year and complete a “school leadership program” at a Connecticut university or college.
Instead of enrolling and completing a school leadership program, Paul Vallas took a single independent study course and pretended it was a program.
Last Friday, when Connecticut Judge Bellis ruled that Paul Vallas and Stefan Pryor had violated Connecticut law and that Paul Vallas did not have the credentials necessary to serve as a superintendent in Connecticut; Commissioner Pryor was one of the first to
