Parents can transfer their kids out of 23 low-performing San Gabriel Valley schools beginning in the 2010-11 year thanks to a set of regulations approved by the State Board of Education on Thursday.
At its Sacramento meeting, the board approved 7-0 a set of emergency regulations in order to implement the Open Enrollment Act the upcoming school year.
A preliminary list of the state's 1,000 "low achieving" schools, identified based on the lowest Academic Performance Index (API) scores, was released this week and is pending board approval after a five-day public comment period.
Under the Open Enrollment legislation passed in January, parents can opt to move their kids to higher-performing districts without consent
